About the California Bicycle Coalition
The California Bicycle Coalition is a fast-growing statewide advocacy association dedicated to enabling more people to bicycle in California. Our efforts are focused on the singular goal from our 2012 strategic plan: to double bicycling in California by 2017. We pursue four strategies to accomplish that goal: (1) build the infrastructure, especially networks of connected bikeways so that people can easily bicycle for most trips under three miles; (2) make bicycling mainstream in all of California’s cultures; (3) improve legal protections for people who ride; and (4) strengthen local advocacy across the state. We coordinate California’s diverse communities to advance these strategies, starting with the state’s sixteen professionally-staffed bicycle advocacy organizations who are our formal affiliates.
Our core staff of four is based in Oakland: our executive director, communications and development director, campaigns director and administrative assistant. We contract with lobbyists in Sacramento, an event organizer in San Diego, and a media professional in Long Beach.
Position Description
The California Bicycle Coalition, a statewide advocacy association dedicated to enabling more people to bicycle in California, is seeking a new team member to lead our Sacramento-based policy initiatives.
Primary Responsibilities
Reporting to the Executive Director, the Policy Director will lead the development and implementation of our policy agenda, including new legislation and changes in administrative policy and practice. She or he will work with government agencies and officials, our allies, our members, our lobbyists, and other stakeholders to develop support for our proposals and consensus among varied interests. The Policy Director will research and analyze proposed policy changes, such as a quantification of the greenhouse gas emission reductions of bicycling, and the impact of infrastructural changes on the rate of bicycling. They will be able to communicate complicated policies excellently, both in written reports and in person.
Immediately, our Policy Director will lead our campaign to improve the regulation of electric bikes to permit certain low-speed electric bikes access to bike paths where they’re currently banned. They will assist our lobbyist and Campaigns Director on other legislative goals, such as amendments to the Vehicle Code to strengthen protections for people who ride. They will also work with the Governor’s administration and our allies on a variety of initiatives:
- to direct funds from cap-and-trade revenues to bicycling; for connected bikeway networks in every community, for safe routes to school and transit, for educational and promotional programs to encourage more bicycling.
- to include bicycles as eligible for subsidies in the state’s clean transportation technology program.
- to influence a number of agencies to improve the attention and priority they give to bicycling, including the Department of Transportation, the Department of Motor Vehicles, the Office of Traffic Safety, the California Highway Patrol, the High Speed Rail Authority, and more.
In the long-term, our Policy Director will help to prioritize our policy initiatives in collaboration with the executive director, our Board of Directors, and other stakeholders.
Qualifications
Our Policy Director will...
- be based in the Sacramento area in order to facilitate very frequent meetings in Sacramento and to attend events in the evening and early morning;
- have experience with policy advocacy and/or analysis, preferably in the field of transportation policy and ideally with issues related to bicycling;
- be a great communicator, with skills in writing and speaking and presenting;
- be an effective networker and good at building relationships;
- love the role that bicycling can play in people’s lives and work enthusiastically to increase that role;
- hold a Bachelor’s Degree or equivalent experience. Master’s Degree holders encouraged to apply.
Salary and Benefits
This is a 30-40 hours/week, exempt position. Salary is commensurate with experience. A comprehensive benefits package is included.
